Purpose: Effectiveness-based evaluations have always been of interest to countries and organizations because of their focus on identifying and explaining the relationship between performance on the one hand and goals and missions on the other. In other words, in this type of evaluation, an attempt is made to explain to what extent the activities carried out in a country or an organization are in line with their goals and missions and have been able satisfy the needs of these goals and missions. this type of study can show how well these activities conform to set goals and missions and in other words, answer the important question of whether such activities Should be done or not? Despite the importance of this category, evaluations of science, technology and innovation based on explaining effectiveness have not yet been on the agenda of centers active in measuring and evaluating science, technology and innovation in the country and in order to implement such an approach in evaluation, it is necessary to develop a coherent and systematic structure. The purpose of this study was to provide a conceptual model for the structure of this type of evaluation in the country, while enumerating the dimensions of evaluations based on effectiveness in science, technology and innovation. Methodology: this study tries to provide a conceptual model for the structure of type of evaluation in the country. In this way, related printed and electronic sources and texts as well as interviews were used as data collection tools. The human population of this study consists of 15 experts in the fields of science, technology and innovation who were selected by purposive sampling. Results: The results show that evaluations aimed at identifying the effectiveness of organizational and national activities and practices are of particular importance in scientometrics; This is because these types of evaluations actually answer an important question that arises, before the performance evaluation phase begins, and that is about the correctness or incorrectness of the activities that should have been on the agenda. in order to achieve this kind of systematic evaluation, the countrys science, technology and innovation evaluation system needs new conceptual and structural requirements that must be explained and implemented with the support of stakeholders and organizations. The results obtained in this paper show that to achieve such goals, we can act on the model of the National Consortium of Measurement and Evaluation of Science, Technology and Innovation. هدف: ارزیابی‌های مبتنی بر اثربخشی، به دلیل تمرکز بر شناسایی و تبیین ارتباط میان عملکردها از یک سو و اهداف و ماموریت‌ها از سویی دیگر، همواره مورد توجه کشورها و سازمان‌ها قرار داشته است. به عبارتی، در این نوع ارزیابی‌ها، سعی بر ان است تا تبیین شود که فعالیت‌های انجام شده در یک کشور یا یک سازمان، تا چه میزان با اهداف و ماموریت‌های انها همسو و هم‌راستا بوده و توانسته است به نیازهای مطرح شده در این اهداف و ماموریت‌ها جامۀ عمل بپوشاند. از همین رو، این نوع مطالعات در علم‌سنجی نقش ویژه‌ای ایفا می‌کنند؛ با وجود اهمیت این مقوله، هنوز ارزیابی‌های علم، فناوری و نواوری مبتنی بر تبیین اثربخشی در دستور کار مراکز فعال در سنجش و ارزیابی علم، فناوری و نواوری در کشور قرار نگرفته و لازم است برای پیاده‌سازی چنین رویکردی در ارزیابی، ساختاری منسجم و نظام‌مند تدوین شود. از این رو، این پژوهش سعی دارد ضمن برشمردن ابعاد ارزیابی‌های مبتنی بر اثربخشی در علم، فناوری و نواوری، مدلی مفهومی برای ساختار این نوع ارزیابی در کشور ارائه دهد. روش‌شناسی: این پژوهش به عنوان یک مطالعۀ تحلیلی- نظری، با رویکرد ترویجی و با استفاده از روش‌های کتابخانه‌ای و پیمایشی، به مطالعه، موشکافی و تحلیل ابعاد و مسائل مطرح در این پژوهش می‌پردازد. جامعۀ انسانی این پژوهش عبارتند از تعداد 15 نفر از صاحب‌نظران عرصه‌های ارزیابی علم، فناوری و نواوری که با روش نمونه‌گیری هدفمند انتخاب شده بودند. نتایج کلی: نتایج حاکی از ان است که ارزیابی‌هایی که با هدف شناسایی اثربخشی فعالیت‌ها و عملکردهای سازمانی و ملی صورت می‌پذیرد، از اهمیت خاصی در علم‌سنجی برخوردار است؛ چرا که این
