Abstract: purpose: The purpose of this research is analysis links Of these indicators. Method: This research is a scientometrics study and it includs 37 countries that have more than 100 H-Index in 1996 until 2010 in SciMago. These countries were studied in 3 difference clusters. The data gathered from WoS, SciMago, UNESCO, OECD and World Bank databases. Excel and SPSS are used to analyze the data. Also, the research questions and hypothesis are responded through Pierson Correlation Test. Findings: The findings show there is positive correlation between two batches of Gross domestic expenditure on R&D indicators and And The quality of scientific publications . Also the citation indices, the most important indicator that affect on the quality of scientific publications. Originality: Searching through countries shows that there is relationship between Gross domestic expenditure on R&D and The quality of scientific publications. So at this study has been dealt to analyze to this matter Keywords: Scientometrics, Gross domestic expenditure on R&D indicators, Indicators of the quality of scientific چکیده هدف: هدف این پژوهش تحلیل پیوندهای میان این دو دسته از شاخص‌‍‍‌هاست. روش: پژوهش حاضر مبتنی بر علم‌سنجی و جامعۀ اماری مشتمل بر 37 کشوری است که بر اساس اطلاعات مربوط به دورۀ پانزده‌سالۀ 1996 تا 2010 در پایگاه سایمَگو1 در سه خوشه بررسی شده‌‌اند. داده‌های اماری این پژوهش از پایگاه‌های اطلاعاتی وب او ساینس، سایمَگو، نظام رتبه‌بندی کیو‌اس، نظام رتبه‌‌بندی شانگهای و نظام رتبه‌بندی تایمز استخراج شده‌اند. برای تجزیه و تحلیل داده‌ها، از نرم‌افزار اکسل2 و اس. ‌پی. ‌اس. ‌اس3 و به‌منظور پاسخگویی به سوال و فرضیه،‌ از ازمون اماری همبستگی پیرسون و اسپیرمن استفاده ‌شد. یافته‌ها: یافته‌های پژوهش نشان می‌دهند که بین دو دستۀ شاخص‌های هزینه‌کرد تحقیق و توسعه و همچنین کیفیت انتشارات علمی کشورها همبستگی مثبت وجود دارد. همچنین میان شاخص‌های استنادی، به‌عنوان مهم‌ترین بخش از شاخص‌های تعیین‌کنندۀ کیفیت انتشارات علمی کشورها، ارتباط مستقیمی برقرار است. اصالت اثر: بررسی‌ها نشان می‌دهند که میزان هزینه‌کرد در زمینۀ تحقیق و توسعه همواره تاثیر بسزایی در کیفیت انتشارات علمی کشورها داشته، پس در این پژوهش به تحلیل این مهم پرداخته شده است.
